Attention All VA Employees: Parking Lot 9 Closure
Agency must give Union an advanced notice of change in working conditions.
Under Section 7106(b)(2) of the Statute, we have the right to negotiate the procedures that management must follow when exercising their management rights. Also known as a change in working conditions.
Advance Notice of Changes: Management is required to provide advance notice of any significant changes to work assignments or schedules. This would include closing up to 50 parking lot spaces.
This ensures that employees have sufficient time to prepare, reducing the potential for stress and confusion in the workplace.
Some questions/ concerns brought to our attention are:
- When was Agency going to tell us?
- What other parking avenues are available to staff?
- Is the shuttle to the church operating, ensuring the safety of staff while utilizing offsite parking?
- The Map in the Daily does not properly reflect employee parking for better transparency.
- Are the contractors held to the same parking restrictions as employees? There are many areas of contract work being performed which further limits employee parking options.
- What is the penalty if I’m late due to parking delays?
- What is the Safety Plan regarding large equipment being in place for the duration of the construction project?
- Is there a contingent if the closure extends beyond the projected completion date?
- What do I do if I feel unsafe parking offsite?
If any of these questions are bouncing through your mind, have no fear. Your Local did make Agency aware of the requirement of advance notice.
If the process from Facilities is causing you or your coworkers’ problems, AFGE asks you to speak up regarding change in working conditions.
NO reprisal will fall on any employee empowered by our VA Core Values and make report of such violations.
